Tell us the city, not just the county. “Orange County” on the form is a start. The permit technician’s city is the job.
County versus city
An Orange County mailing address is not enough. Unincorporated land is reviewed by Orange County Development Services. Incorporated cities issue their own ADU and building permits. We confirm which file the plans belong in before we schedule anything.
North county houses versus south county tracts
Older neighborhoods in Santa Ana, Anaheim, and Fullerton often turn on the garage slab and the electrical panel. Irvine and much of south county turn on the HOA. State law limits how far an association can block an ADU. Design rules still show up. Bring the CC&Rs.
Coastal cities take longer on paper
Newport Beach, Huntington Beach, Laguna, and other coastal towns can add design and coastal review that a flat inland tract does not. We put that time in the schedule instead of promising a start date the city will not keep.
The lot is usually the easy part
Many Orange County yards can physically hold a detached ADU. Sewer, the panel, fire access, and the association letter are what change the price. We want those answers before the pretty elevation.
Local questions
Can you build an ADU in Irvine or another HOA city?
Often yes. The city permit and the HOA review run on different clocks. We will not start demolition to beat an association letter that has not been read. Send the CC&Rs with the address.
Is an Orange County garage conversion cheaper than a new ADU?
Usually, because you are not pouring a new foundation for a whole new shell. Bath, kitchen, electrical, and a slab that was never a living-room floor are still real money. A detached unit costs more and gives you the garage back.
